  • Billy used molecular decoders to follow the Putties' path into the Dark Dimension so that the teens could retrieve the Green Candle; he may have invented the decoders, or they may have been pre-existing Command Center equipment.
  • The teens had to position the molecular decoders at the same spot from where the Putties had teleported.
  • The molecular decoders created a translucent blue portal between the two units.
  • Before entering the portal into the Dark Dimension to retrieve the Green Candle, Jason told the others to close the portal after he was in.
  • The molecular decoders were off while the teens were waiting for Jason to return.
  • Even though the portal inside the Dark Dimension had faded when Zack entered, it was there was Zack and Jason left.

  • Billy worked in his garage with Trini to create a signal blocker to regain control of the Dinozords by blocking Zedd's control over the Zords.

  • The signal blocker wouldn't work initially, but Billy had put one of the batteries in the wrong way; as soon as he'd corrected the problem, the invention returned control of the Dinozords to the Rangers.
  • Billy had used "Power" brand batteries in the signal blocker.

  • Billy designed an extinguisher device to cool down Saliguana.
  • Before Billy and Zack morphed to use Billy's extinguisher device on Saliguana, Trini told Billy to throw an extra computer chip in his pocket and go; he did so, and this computer chip ended up being the one component that the device was missing to function properly; it worked as soon as Blue Ranger had added the chip.

  • Billy thought for Alpha to make a green energy transducer to recapture Tommy's powers, which had been drained by Stag Beetle.
  • Zordon warned the Rangers not to destroy Stag Beetle before they could recapture Tommy's powers.
  • The energy transducer bore the Dragonzord symbol.
  • By sucking in Stag Beetle's energy bolt attack, the transducer returned Tommy's powers to him.

  • Billy designed a tracking device to travel on a balloon to Venus Island via the trade winds so that the teens could teleport to the island to rescue Hallie; the main unit tracked the device from the Command Center.
  • Billy used the tracking device, which he had picked up upon arriving on Venus Island and then again after Invenusable Flytrap was destroyed, to follow a signal to Hallie.

  • To heat giant Turbanshell's interior after being swallowed, morphed Tommy used a large gun device that belonged to Billy; he shot the device's red laser beam all over the monster's intestinal walls.

  • While attempting to devise a way to reverse Pursehead's compact ray, Billy was trying to get the right coordinates on the refractor shield.
  • Billy's device generated white rings of energy which unfroze the frozen Rangers with blue energy and caused Pursehead to fall over, dropping his cosmetic case.

  • Tommy had Billy construct a device to reverse Beamcaster's hypnotic spell, then made them go into battle before Billy could test the device.
  • The hypnotized people in the park inadvertently trampled Billy's device, breaking it.
  • When Rocky picked up Billy's device which was now on the walkway instead of the grass, it was misshapen, with wires hanging out of it, yet Aisha was able to miraculously fix it in approximately thirteen seconds, mostly by tucking loose wires back into the casing.
  • Zordon told the three teens that the frequency reverser had to be aimed at the source of the frequency malfunction, or, in other words, the Rangers, but Beamcaster, not the Rangers, would have been the source.
  • White energy bolts fired from the device into the six Rangers through the Viewing Globe, but it wasn't until Zordon amplified the beam with some of his own energy that it broke the spell over the Rangers.


    PortalCom

  • When Tommy suggested a "back door," or alternate doorway, into the dimension in which Kim was being held, Billy thought to use the PortalCom, saying he'd once used it when Tommy had been stuck in Zedd's dimension; no such rescue had ever been shown, but in 221-ZdMM, the Rangers had inexplicably been able to teleport directly into the haunted forest dimension, where Tommy was trapped at the time.
  • The PortalCom was stored in Billy's garage.
  • The PortalCom consisted of two blue, upright energy projection devices similar in design to the molecular decoders used in 135-GrC2.
  • The PortalCom had a remote control, and the dimensional doorway could only stay open for a limited time.
  • Tengas knocked over and attacked one of the PortalCom units, but Billy was able to repair it quickly.
  • Tommy escaped with Kim through the PortalCom's portal; Zordon then teleported Kim to the Command Center in pink energy and the PortalCom with white energy.

  • When Zordon told Billy to search for a way to reverse the spell which had transformed Kat's chimp Kelly into the Sinister Simian, Billy obtained a fur sample from the monster to study how she'd been transformed.
  • In his garage after having obtained a fur sample from Sinister Simian using a pair of tongs while morphed, unmorphed Billy told Zordon he still needed a way to administer the antidote, but right in front of him was the missile he would use; at this point, the missile was quite inappropriate, as Sinister Simian was not yet giant-sized.
  • Without having a chance to test it, Billy had molded the antidote into a projectile to be fired from the Shogunzords at the giant Sinister Simian.
  • The Blue Shogunzord shot Billy's antidote missile out of the middle finger of its right hand into giant Sinister Simian's chest, and blue energy then shrank Kelly to her normal form.

  • Billy used a small Falconzord-shaped device hooked up to the Command Center's computers to imitate the Falconzord's energy readings to allow the Rangers to operate both the Shogunzords and Ninjazords simultaneously; Rocky told him it was good work, but Billy admitted it was no substitute for the real Falconzord's power.
  • In the Shogun Megazord, morphed Billy installed the Falconzord remote beneath a control panel; he pushed a sequence on the three buttons, and the antenna-like head of the tiny model Falconzord extended; he then close the panel back up.
  • Billy had said it would take him a couple minutes to install the remote, but it only took him about thirteen seconds.
  • The remote brought in the Ninjazords and assembled the Ninja Megazord.

  • Billy used the remote to hook into the Ninja Megazord and check its status.
  • Some time after switching to the Ninja Megazord, Rangers, perhaps using the Falconzord remote, were able to control the Shogun Megazord remotely from the Ninja Megazord. (Source: Submitted by "Josh G.")

  • When Zordon said the Aquitian Rangers needed more power against giant Hydro Hog than just the Shogun Megazord alone, Billy thought to use the Falconzord remote (which was simply lying on the top of a Command Center console) to bring in the Falconzord by remote and form the Shogun Megafalconzord.

  • Before the six kids were evacuated from the Command Center to await the Aquitian Rangers' arrival while Alpha defused the implosion device outside the Command Center, Alpha took a small disc from somewhere on or under the controls and handed it to young Billy, saying it would work like a miniature Viewing Globe to enable the kids to contact the Command Center.

  • Billy (normal age) had the viewing disc with him as he chaperoned the kids at Splash City with Mr. Wilton; he used it to call Zordon to ask about the Aquitian Rangers' well-being after the kids had begged him to call.
  • After Billy had been swimming in a pool at the water park and then had been thrown by Bratboy into a shallow pool, the disc (called a "communicator" by Billy) wouldn't work because it was wet, and Billy said they'd have to wait until it dried, but it then suddenly began working, without explanation.
  • Like the communicators, the viewing disc had the "go go Power Rangers" chime, but with more of a solid tone than the electronic beep of the communicators.

  • In the Command Center, young Billy used a magnifying glass and a helmet with an in-visor display to follow Cestro's instructions to construct a regenerator to return the kids to their normal ages.
  • The regenerator was in the form of a golden slot machine toy robot, even before young Billy had taken it from the Command Center to his garage and worked on it with his rudimentary equipment.
  • There were only a few connections that remained, and Cestro's hands were too large to make them, so young Billy put the device in his backpack and planned to finish it at home after school.
  • Young Billy wasn't sure what results they'd get with the regenerator.
  • The way Billy had configured the device, the kids would have to use their Power Coins to supply the required current.
  • When young Adam asked if the regenerator could restore the world, young Billy said he wasn't sure if it would even restore them.
  • Young Billy said that on its lowest level the device should return the kids to normal by rearranging their molecular structures. Billy inserted the coins into a slot in the toy robot's back.
  • Bluish-white energy from the regenerator swirled around Billy and restored his age.
  • Goldar took the regenerator from the kids and Billy and removed the Power Coins.
  • After the Power Coins had been destroyed, Rito threw the regenerator aside, saying it was useless without the Power Coins, and at least the casing broke.
  • Zedd turned the broken regenerator into Slotsky.

  • The regenerator had in 336-CEvF removed from Billy the effects of the Orb of Doom's time regression.

  • Having aged suddenly, Billy explained that back in the days when Master Vile had turned back time (see "Orb of Doom"), the regenerator device he'd used on himself had had a side-effect, and it was now speeding up Billy's aging process.
  • Rocky pointed out that the regenerator had been destroyed.
  • A flashback from Billy's recent aging showed teenaged Billy working on the wiring under the Power Chamber console (actually recycled footage from 403-ShSt) and then sitting up as he warped into his older version.
  • While Billy and Kat were gone, the teens had apparently contacted Delphine and Cestro to have Cestro reconstruct Billy's regenerator; with Delphine accompanying him, Cestro brought the regenerator, redesigned as a bazooka-shaped device, just after Billy and Kat had returned to the Power Chamber, but he'd only had a very short amount of time to construct the device.
  • The device sparked and malfunctioned as Cestro tried to operate it, and then moments later, a Power Chamber console exploded with sparks, destroying the teleportation unit.
  • As Cestro looked at a bottle of bubbling brown liquid from the device, he ascertained that the device was damaged, and it needed very fresh water to be repaired.
  • After getting a bottle of pure water and putting it in the back of the device, Cestro shot an orange pulse of energy from the device, and Billy almost became young, but the effect went away; Cestro said it wasn't enough and that the aging would continue at an accelerated rate.

  • In the park, Billy was using a molecular hydroatmospheric generator prototype to analyze the moisture and gases in the Earth's atmosphere to simulate Aquitian water.
  • Billy had brought with him a case containing the materials to make a real version of his molecular hydroatmospheric generator to turn all of the lake into Aquitian water.
  • Cestro watched as Billy completed his final device, which would mutate the water into a match for Aquitar's.
  • Zedd realized that while Billy's generator device had been designed to remove the Earth's impurities, Billy had never taken into account lunar toxic waste; he planned for Erik and Merrick the Barbaric to dump space waste into the lake and destroy the Aquitian Rangers.
  • To set up his completed generator, which was now a compact, round, floating invention, Billy swam in the lake in a wetsuit and left it floating in the lake.
  • The generator was ruined by the Barbaric Brothers' poisoning of the lake, and Billy said that building a new one would take too long.

  • In Billy's garage in the past (see "Orb of Doom"), Cestro and Tideus stood beside Billy as he was frustrated by his crystal transformer invention not being adequate to reunite the Zeo Crystal.
  • Cestro said the phase modulator they were using wasn't precise enough for their needs, and Tideus said they must locate another one immediately.
  • A female scientist at Angel Grove University loaned Billy the older model of phase modulator that NASA had donated to the university a few years back.

  • In the Command Center, the transformer held the four retrieved subcrystals in red energy; Billy soon shut it off.
  • Billy gave credit to Alpha for helping him to assemble the four subcrystals.

  • When Billy stabbed the yellow subcrystal, the final piece, into the other subcrystals in the crystal transformer, the yellow subcrystal glowed yellow as the others glowed with multicolored energy, then all five glowed multicolored as they spun around in the transformer, the Zeo Crystal having been activated; the Zeo Crystal then proceeded to restore time, undoing the Orb of Doom's effects.

  • In the mountains overlooking the lake, Billy had the pieces for a weather modulator that was to create purified rainwaters, but he had only brought Cestro along to test it, not wanting to get the other Aquitians' hopes up.
  • Cestro rehydrated completely in the modulator with blue rippling energy when the invention created a small storm cloud above and sprayed Cestro with water.
  • The Tengas destroyed the weather modulator.

  • Zordon had Alpha and Billy create a device to reverse the polarity of the cloud that was, because of Hydro Hog, apparently sapping and collecting the world's water supply.
  • Billy shot the cumulus cloud by shooting the red beam through the Viewing Globe.
  • The beam made it rain for under twenty seconds, but it was enough for the Aquitians to rehydrate partially.
